The Ticino lump-sum taxation in 2026: what has changed

Updated federal and cantonal thresholds, recent tightening, Luganese negotiating practice. A current reading for anyone weighing the move.

The federal framework

Lump-sum taxation by expenditure (art. 14 LIFD) remains reserved for foreigners moving to Switzerland for the first time (or after ten years of absence) who do not carry out a lucrative activity in the country. The federal minimum taxable base is set at CHF 435,000 for fiscal year 2026, indexed to the cost of living.

Ticino cantonal thresholds

Ticino applies its own cantonal minimum threshold, CHF 435,000 in 2026, with a minimum wealth base of five times the income base, and subject to periodic review by the Gran Consiglio. The dépense imposable is generally set at no less than seven times the rental value of the principal residence, but with a cantonal floor that in practice represents the real calculation base.

Recent tightening

Federal initiatives to abolish the forfait were rejected in a 2014 popular vote, but cantonal practice has become stricter: more checking of actual presence, controls on the centre of vital interests, growing attention to coherence with foreign filings. A purely formal transfer today is a risk.

Luganese negotiation

Dialogue with the Canton Ticino Tax Division requires preparation, a complete dossier and intellectual honesty. The outcome depends on documented expenditure and the control calculation, not a guaranteed saving. The ruling, once signed, is binding on both sides for the agreed term (subject to its conditions, applicable law and continued factual accuracy).
